About NCVA
Founded in 1986, the National Congress of Vietnamese Americans is a 501(c)(3) nonprofit community advocacy organization working to advance the cause of Vietnamese Americans in a plural but united America – e pluribus unum – by participating actively and fully as civic minded citizens engaged in the areas of education, culture and civil liberties.

Subject to the provisions of the Corporation Act, the Articles of Incorporation, and the Bylaws, the business and affairs of the National Congress of Vietnamese Americans (NCVA) shall be managed, and all corporate powers shall be exercised by or under the direction of the National Board of Directors.  In carrying out its mission and programs, NCVA works with subject matter experts to ensure the highest quality of performance.

Raul Catangui

Mr. Raul G. Catangui has over 16 years of professional experience in the legislative, public policy, regulatory, campaign and legal environments, both at the state and federal levels. His experience in these specialized areas, which he acquired while working in the U.S. Congress, state legislature and the governor’s office, trade associations, Fortune 100 corporations, law firms and several political campaigns, allow him to see the “big picture” and clearly understand the confluence of issues from all perspectives – federal, state and international.

Mr. Catangui was recently the Vice President for Smartel, a technology company, and formerly the Legislative & Regulatory Counsel to the Intelligent Transportation Society of America (ITSA), which is the Federal Advisory Committee to the U.S. Department of Transportation on ITS. He also served as Counsel to the ITSA Trade Association, which represented ITS corporations, and the ITSA TEA-21 Reauthorization Task Force and the Transportation Export Council (TEC). He was previously the Director of Public Policy & Trade for IPC, which is the trade association for the U.S. circuit board industry. Mr. Catangui was also appointed as Special Assistant to and directed Governor Benjamin Cayetano’s (Hawaii) Washington, DC office, and worked closely with the National Governors’ Association (NGA) and intergovernmental organizations to advance the State of Hawaii’s interest in Washington. D.C. Prior to this position, he was a Legislative Assistant/Counsel to U.S. Congresswoman Patsy T. Mink, and he worked in the Hawaii State legislature for 2 sessions as a Legislative Aide to Senator Clayton H.W. Hee, the Chairman of the Senate Judiciary Committee. In addition, Mr. Catangui worked for nearly 3 years at Corning, Inc.’s government affairs office in Washington, D.C., and also for the international trade law firm Graham & James, LLP, Catangui & Catangui, P.C. and other prominent firms in Washington, D.C. and Hawaii. He interned at the Embassy of the Philippines, U.S. Attorney’s Office, D.C. Superior Court and the State of Hawaii Attorney General’s Office. Mr. Catangui was also the President of Rainbow Couriers & Excel Research, Inc., a company he co-owned and managed for over 3 years (which is still operating after over 20 years). He has federal & state campaign management and grassroots experience accumulated during two presidential campaigns, and previously was a Co-Campaign Manager of a state legislative re-election race.


Mr. Catangui has a B.A. in Political Science and Sociology from the University of Hawaii and University of California at Irvine, graduating With High Distinction, and a Juris Doctor from the American University (AU), Washington College of Law in Washington, D.C. Moreover, he completed the Masters program at AU’s School of International Studies (SIS). Mr. Catangui published and made numerous presentations on ITS, technology and transportation legislation and public policy, regulation, privacy and international trade to industry, corporations and public groups. He was recently invited to speak on location-based privacy at the ITS World Congress in Sydney, Australia, and presented at the California Alliance for Advanced Transportation Systems (CAATS) Conference in San Diego, CA. He was responsible for and initiated the creation of the ITS Congressional Caucus, which seeks to educate members of U.S. Congress & their staff and the public on ITS, transportation, telecommunications, and to promote the development and deployment of ITS. Mr. Catangui is also very active with the ITS state chapters. Mr. Catangui is a registered lobbyist with the U.S. Congress and several states. He is also a member of the Board of Directors of several private, non-profits, professional associations, and volunteers for several interest groups.

Patricia Hughes

Pat Hughes, formerly Pat Swain, has been working with Southeast Asian refugees and their community organizations for thirty years. As a volunteer in 1975, she recruited and guided churches in the Washington, D.C. area through sponsorship of refugee families. In 1976 she helped organize and was the interim coordinator of the Indochinese Community Center during its first two years.

Pat was asked by SEARR-San Francisco to lead their Marin County office, where she raised over $200,000 for employment training programs. Since that time Pat has initiated, acquired funding for, and managed numerous refugee programs that include: women’s mental health; ESL for elderly; home-based micro-enterprises for women; and honoring ceremonies for Vietnamese imprisoned men united with their families in the U.S.

Pat is currently providing capacity building and resource development training and mentoring for Southeast Asian Mutual Assistance Associations (MAAs) in the San Francisco Bay and greater Washington D.C. areas.

Christine Hyland

Christine Hyland began her nonprofit career in 1980 and earned her Certified Fund Raising Executive (CFRE) certification in 1992. She has raised millions for social service programs, faith-based organizations, educational institutions, and arts groups.

A member of the National Society of Fund Raising Executives (now
Association of Fund Raising Professionals) and Catholic Charities USA since 1980, Chris began her career as a grant writer for Catholic Charities, Long Beach, CA. In 1985, Cardinal Mahony appointed her the first Director of Resource Development for Catholic Charities, Los Angeles. Chris established the grant writing and direct mail components of the department. She obtained over $2 million for programs throughout the five regions of the archdiocese. She also served as Board Secretary of the Cardinal McIntyre Fund for Charity which disperses over $500,000 annually.

In 1988, she and her family returned to Virginia where she had lived as a child. She consulted at Catholic Charities USA on various projects and in 1992 became Director of Development and Public Relations for the Benedictine Sisters of Virginia. In four and one half years, she established the development and PR department, planned the sisters’ centennial celebration, and secured $1.7 million to build a transitional shelter for homeless women and their children.


In November 1996, Chris established her consulting business. She assists a variety of clients in achieving their fundraising goals. She has presented numerous workshops at national convenings on major gifts; grant writing, fundraising, establishing a development office, major gift campaigns, and effective public relations.


In 2001, at the request of Catholic Relief Services, she and a CRS colleague presented a workshop for NGO executive directors in El Salvador on philanthropy. She has worked with the United States Conference of Catholic Bishops on a variety of projects: Migration and Refugee Services, The Border Initiative, The Catholic Communication Campaign, and implementation of the
Unity in Diversity pastoral.

Prior to beginning her career in the nonprofit world, Chris worked for CBS TV, Boston, and Wells, Rich, Greene Advertising in Beverly Hills, CA.


She holds an undergraduate degree in English from Emmanuel College, Boston, as well as a master’s degree in Communications Management, the Annenberg School of Communications, University of Southern California.


She and her husband Carl and their four children live in Oakton, VA. Chris and Carl serve on the Parents Council of James Madison University.

Vu H. Pham

Vu H. Pham is the founder and head of Spectrum Knowledge, Inc., a research, consulting and training organization. He currently serves as a Researcher in the Paul Merage School of Business at the University of California, Irvine, as well as the Asian American Studies Center at the University of California, Los Angeles. Previously, he held a Research Fellow position through the University of California Office of the President. He has taught courses at major institutions, including: UCLA, UC Irvine, UC Davis, the Claremont Colleges and Loyola Marymount University. Having completed his doctoral degree from Cornell University, Dr. Pham’s specialties include the areas of culture, organizational development and leadership.

He combines data-driven research with his background in these three fields to assist clients with identifying and assessing organizational challenges, as well as providing effective solutions. His experience includes having worked with companies as large as those from the Fortune 500 to those in governmental and non-profit sectors. Dr. Pham’s clients range in industries that include: Aerospace and Defense, Technology, Advertising, Healthcare, Retail as well as Museums and Cultural Organizations. He has also worked with individual clients to optimize their career success. He has presented at numerous workshops, conferences and retreats across the country and has published in both academic and mainstream publications. Beyond his consulting, research and training work, Dr. Pham has participated in generating over one-half a million dollars for non-profit groups and donates countless hours to them.

His other honors include being selected as a Role Model for KSCI Television’s “Our Role Models” series, as well as being a Leadership Education for Asian Pacifics, Inc. (LEAP) Fellow, an Andrew W. Mellon Fellow, a Foreign Language and Area Studies (FLAS) award recipient, a Chancellor’s Scholar at UC Irvine and an Honoree at UCLA’s “The Future of Asian American History” Conference.
